By design, the "biweekly" update frequency is meant to update the projects on a scheduled basis, twice a month, on the 1st and 3rd Wednesday. 

In particular cases, there are months with 5 Wednesday days: 

The biweekly update only takes place on the 1st and 3rd week, leaving the next scheduled update for next month. 

This behavior is expected for all projects using biweekly scheduler updates.
